Blame Halliburton all you want. All I know is that being in Govt contracting myself, some beaucratic government nobody had to sign off on all of it and not without some process that identified the value the company brings to the contract. DoD contracts are the most scrutinized financial documents on earth (publically and privately). It's the contracts through the Dept of Agriculture that you have to keep an eye on.
