Duke is gonna win the NCAA championship in bball every year now. This is gonna hit all the major programs hard. UM UF OU USC UT...and the list goes on... Notre Dame will be able to compete again.

This is just more hollow rhetoric from these pin heads trying to fool fans of Div. 1-A schools into believing that academics is an equal responsibility of major college football programs. To their delight, many simple minded people are going to believe it.
In reading the article, several details stick out. First, this was only the first step in a lengthy process in order to get this piece of legislation approved. What is the liklihood that it will actually pass and then stand up in court to all of the lawsuits that are sure to follow from every minority special interest group and the American Civil Liberties Union.
Secondly, if this legislation were to pass, it has very little teeth. Even for blatantly violating this legislation a program can be stripped of a maximum of 9 scholarships out of 85 per year for football and a maximum of 2 for mens and womens basketball programs. This is essentially the preverbial slap on the wrist. I don't think big time college coaches are going to lose much sleep over this. Heck, Bama was stripped of many more scholarships than this and yet they are still able to put a competitive team on the field. Keep in mind that 9 would be the maximum, until we hear the details of the "historical penalties" for repeat offenders.
Call me synical, but I believe this decision was made simply for the recognition and to re-enforce the NCAA's rediculous reasonings for not instituting a playoff system for Division 1 football. Remember, these are the same idiots who claim that instituting a playoff system at Division 1 would "interfere" with the students' academia despite the fact that a playoff system exists at every other level. The NCAA needs to look like academics is important and that they are not ruled by money, corporate sponsors, or special interest and this is simply cheap cosmetics for their glaring blemishes.

In a way, I see it from both sides.
The "bow-tie" nerds need this to put themselves back on their proverbial soapbox.
The jocks don't need it so they can stay eligible to play.

It is a good idea, but it probably wont have the effect it was intended to. It will probably just lead to more players having their grades "fixed".

I think it will be a long time before it comes into effect, it has just passed stage one. It prolly won't even make it into the rule book before all is said and done.

I think we are looking at 5 years best case until it's implemented. :)
