I've got an idea that would make the patriot act obsolete. Step 1. Take the warheads off of about 10 sub-launchable ICBMs. Step 2. Launch the 'blanks', without warning, at every country that is supporting terror, either by direct aid or through the policy of doing nothing to stop it. Step 3. After they hit the ground phone up each leader of the previously mentioned countries, and tell them to get on board or the next batch are for real. Step 4. Count on one idiot to call our "bluff". Step 5. BOOM! Step 6. Everyone else gets on board and the problem is solved in short order.
