It's an old NCAA rule, meant for the lower divisions, to allow them to have a CG. Requires a minimum of 12 teams, divided into minimum 6 team divisions, playing a round robin schedule within the divisions. Meet those requirements and they allow the conference to have a CG between the division winners.

The Big 12 has no choice with 10 teams. They are not allowed to play a CG. They requested to be allowed to play a CG, but were denied.

Actually Texas doesn't want the game. Yet I will never understand why 10 teams can't have a cg. I guess they are trying to make them bring back tcu and smu.
