So they think that they should keep their services on without having to pay for it. I understand when I don't pay my power or water it will be shutoff. Why should it be any different for them?

Detroit has collapsed even if they are a complete social state. Heard they turn the city street lights off to save money. An ambulance or cop may take an hour to get to you. Foreclosed homes have turned into havens for wild dogs. What a crap place anyway.

My wife runs a day care. The state of Florida will pay for most of the underprivileged to go to preschool and day care.  Many who qualify have to pay 10 cents a day for their children basically from 6am till 6Pm. Two meals a day are provided along with a couple of snack times in between. 50 cents a week for each child!

The only requirement is that the parent or parents must attend a mandatory meeting every six months. If they chose not to attend  your child can and will be dropped by the program. The state does allow for one missed meeting without any excuse in a years time. Right after a missed mandatory meeting a notice is sent to the parents of potential exclusion from the program. The day care itself gets sent a notice of the state dropping their payments for the child. The day care itself notifies the parents.

Every single time this comes up and it comes up quite often. I have never seen or heard of a parent taking responsibility for dismissal of their child even though they missed two meeting in one years time.
