Legal? The easiest would just be iBooks through iTunes
There's also the Barnes and noble book app and kindle app. Just comes down to personal preference

iBooks if she has an iPhone as well. Though at this time I have noticed there are books than iBooks doesn't have that Amazon does and not the other way around. They were textbooks mind you, so it may not be applicable
