so what happens if you win one of these games listed as an OOC, but lose one listed as a conference game?  you could get royally screwed out of the title game!  I don't think any team would agree to this!

It's not getting screwed out of a title game. It'd be just like losing any other OOC game to a team from the Big 5 conferences.
