LOLOLOL seriously? 4 weeks ago? and people try and argue its not the worst state.GJ guys now you're only like....100 years behind everyone else. (I don't remember when that amendment was ratified...but still)

It was done nearly 20 years ago, somebody just forgot to send it to the US archivist which makes it "official official"...
