how will they work for like NCAA 14? Do they use the top 25 from the end of this last season? Or do they use a preseason top 25 for this upcoming season?

It is based on the previous year. While also factoring in teams loosing a lot of talent leaving.

It also has alot to do with the name of the college ie: F$U, Miami, USC ,and Texas being ranked and/or rated highly every single year.

That isn't necessarily true. USC & Texas will suck next year for online ranked matches, but they'll have a ton of young talent. Miami has sucked for quite some time... they need a QB

Florida State will always be ranked high because Ben Haumiller's fat ass went there. Also they always have lofty expectations, but unlike USC/Texas they'll actually win 10+ games...
