If put on the spot like that, publicly they hate the practice... privately, if the prospect is coveted enough, every last one of them does it to a certain extent.
"Negative" is an ambiguous term; all coaches, players, prospects, and fans don't agree on what constitutes negative recruiting. Here's a hypothetical to consider:
If a prospect's parents ask what the school's academic reputation is like in relation to that of other schools they're considering, and the coach shows them an article or report that ranks his school higher than the others, is that negative recruiting?
After all, the parents asked a specific question, and the coach simply touted his own institution with a legitimate report... but it still portrays the other schools as lesser than.
If a coach takes the prospects by the trophy case, and it's so full that trophies are laying around on the floor or in offices waiting for a new case to be built, and the trophy case of the other schools looks like a teenager's bookcase, is that negative recruiting?
The coach is just pointing out the attributes and accomplishments of his own program, but naturally that'll make the schools with fewer accomplishments look like a lesser program.
The fact is, even if all you're doing is pointing out the benefits of your own school, that automatically paints other schools in a less flattering light if they don't offer the same or equal benefits.

Pretty sure post NSD Hugh Freeze called out UGA and Auburn among those who were negatively recruiting the shit out of Ole Miss. Although he didn't specifically say UGA or Auburn it was pretty obvious who he was talking about because of the specific recruits being mentioned... Laremy Tunsil and Elijah Daniel

Georgia is going to be the school most effected by this in the coming recruiting battles. Every defensive player who talks to a coach from another school is going to be bringing up the fact Grantham is trying to get back to the NFL and he has no interest in the college game. Which is completely true and the reason I wish we would get rid of him. All he is doing is killing our recruiting.

I'd love to hear what coach Stoops said to those recruits to convince them to commit to UK. Our best recruiting class in our history in a 3 month period. There's not much you can sell a recruit when comparing us to other SEC football schools.
I'd be interested to hear what Cal says to recruits as well.

he just tells them yall have blue grass, horse racing, smokes and bourbon. the recruit says hell yes i'll come. the recruit gets there and there is a law against smoking on campus, the only bourbon he can afford is moonshine, the only horse racing is him doing sprints and the grass isn't like boise st's football field.

They have; I've heard some things before, and I've also heard what many recruits have said after committing to us, and then telling the staff, other players, and friends at their new school what staffs of other colleges did and said to try and land them.
Some of those conversations have even had negative impacts and concequences for other schools... the ongoing Miami case is one such example. Many players from lots of schools were also courted by Miami and the booster payment arm of the program. These guys had spoken openly and tweeted about what they got from Miami while on visits; and when confronted by the NCAA, told all and had to pay back the equivalent value of what they had gotten to charity.

I can tell you right now that when Urban stepped down from Florida he called Richt and thanked him for being one of the few coaches in the SEC that doesn't cheat or negatively recruit...
