Just to be sure...... its the top 4 teams PERIOD right? No conference BS where a 9-4 ACC team or Louisville gets a shot right?

Yes, it is the top 4 of the actual BCS rankings.
I still think it should have been the top contender out of each conference for the playoffs.
This new systems solves nothing. If anything, it will just ensure an SEC team makes the championship each year since there is 2-3 teams in the top 5 each year.

So let's say that an LSU, aTm, or Bama faces a UGa, SC, or a UF and goes 11-1 losing only to a team from the other division and the other goes 12-0. They face each other in the SEC CG and then both are 12-1. Now if one gets left out of the playoffs which one? Also, if they go into the playoffs they can play each other for the 3rd time in one season. Boom, I hurt just thinking about it.
"Hey we won the SEC CG"
"Yea, but we beat you the first time."
"Hahaha, we won the NC game, suck it!"

The only complaint I have is that the playoff games won't be hosted by the home team. I think it's stupid that fans have to travel across the country to see their team play. If all these fans have to travel 2,000 miles to see their team win in the first playoff game and then have to travel AGAIN to see the NC... That's going to limit the games to the uber rich. Some of us normal folks can afford to travel for one big game across the country but two of them in the same month is very rough.
I kept failing a math test at the University of Alabama because every time I added 5+3 I got 8 and they kept insisting that the right answer was 14.

That would be f'ing ridiculous, someone winning a shitty conference like the ACC does not mean they have a right to play for the crystal ball. This new system, while still not perfect, IS way better.

Not to mention a college stadium at a top team school will hold more then the rival pro stadium a lot of these events are held.
Yeah, more money could be made and it'd be more convenient for real fans. Win-win situation.

Thats what pisses me off about the SEC being held at the dome. The dome holds just over 71 thousand. While Most SEC schools have that and some can add almost 30,000 on top of that. I would love the Championship game to be played at a teams field. Best record gets home field, if it's tied you look at BCS ranking.
People hated on the ACC doing that but I liked it.

So now preseason is now not only about who from the SEC plays, but how many teams we get in.

Agreed 100%. Of course when Atlanta is stupid and makes a new stadium maybe it'll hold 100,000 or something and make it worth it to hold it in Atlanta, but chances are that's not going to happen. And if people have too much a problem with home field advantage the SECCG could be held at a neutral SEC stadium in between the two schools or something.
