Of the UT QBs that I can remember that were regular starters for at least 2 seasons (back to early 90s) I'd rank them:

1 Manning
2 C. Clausen
3 Shuler
4 Martin
5 Ainge
6 Bray
7 Crompton

Bray is the king of garbage time stats and killing MAC/SunBelt defenses.
